Employer description
We are currently looking for a Program Manager for a 100% remote position supporting a large federal government healthcare modernization project. This position will lead the Program Management Office supporting the Census Transformation & Application Modernization (CenTAM), overseeing cost, schedule, performance, staffing, risk, quality, and contractual compliance. This position is contingent upon contract award.
The Program Manager will lead a geographically dispersed, cross-functional team operating within a multi-project, multi-vendor federal environment. The selected candidate must be available to travel to the Washington, DC metropolitan area as needed to support onsite meetings, program activities, and customer requirements.
The candidate must reside within the continental US.
Responsibilities
- Lead the Program Management Office and oversee the cost, schedule, technical performance, staffing, quality, and contractual performance of multiple projects and programs.
- Serve as the primary point of contact for the Contracting Officer, Contracting Officer’s Representative, Government Program Manager, Government personnel, subcontractors, and teaming partners.
- Manage the Integrated Program Schedule, program milestones, resource allocations, staffing plans, budgets, forecasts, risks, deliverables, and performance metrics.
- Lead program reviews and provide timely, transparent reporting on financial performance, technical progress, risks, issues, corrective actions, and contract status.
- Ensure cross-functional integration among technical, operational, administrative, Government, subcontractor, and contractor teams while rapidly coordinating responses to urgent program issues.
- Ensure compliance with contractual, regulatory, administrative, quality, onboarding, training, and reporting requirements across the program.
- Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.
Requirements
- Bachelor’s or master’s degree in Computer Science, Information Technology, Engineering, or a related technical discipline, or equivalent experience, with at least 15 years of program or project management experience supporting contracts of comparable size and complexity.
- At least 10 years of experience scoping, designing, executing, monitoring, and evaluating enterprise IT development programs or comparable PMO initiatives.
- Demonstrated experience managing multi-task contracts, subcontracts, diverse contract types, and multi-vendor federal delivery environments.
- Project Management Professional certification with expertise in requirements analysis, resource allocation, project costing, deliverable tracking, risk management, schedule management, and financial reporting.
- Strong analytical, troubleshooting, decision-making, and problem-solving abilities, including the ability to respond effectively to complex cost, schedule, staffing, and technical challenges.
- Excellent written and verbal communication, customer engagement, team leadership, and collaboration skills, including experience managing geographically dispersed teams.
Additional Qualifications
- Experience supporting U.S. Census Bureau IT systems, decennial census operations, or census data management and modernization initiatives.
- Experience leading programs operating within Agile, DevSecOps, and cloud-native development environments.
- Experience managing large federal IT programs involving enterprise data platforms, analytics, cybersecurity, and mission-critical system modernization.
Security Clearance Requirements
- U.S. Citizenship is required.
- All selected candidates must complete a background check.
- Ability to obtain and maintain a Government/Public Trust clearance, including required fingerprinting, when required for the position.

Compensation: The salary for this position is $165,000, plus individuals may be eligible for an annual discretionary bonus of up to 5%.
