EAP Clinical Director

EAP Clinical Director (Ohio Licensed) | Cleveland, Ohio

CLFC is building the clinical leadership for a municipal Employee Assistance Program serving the City of Cleveland workforce and eligible household members. The EAP Clinical Director is the named clinical lead for the program and holds professional responsibility for the quality, ethics, and consistency of every clinical service the program delivers.

This is a fractional leadership role designed for an established Ohio-licensed behavioral health clinician who already carries a practice, faculty appointment, or senior clinical position and wants a defined, schedule-predictable leadership engagement alongside it. The Clinical Director sets clinical protocol, supervises the affiliate counselor network, owns the clinical side of critical incident response, and serves as the clinical voice to the client organization.

Key Responsibilities

• Serve as the named clinical lead, holding professional responsibility for clinical quality, ethics, scope, and standard of care.
• Establish clinical protocols for assessment, short-term solution-focused counseling, risk screening, and referral to higher-acuity care.
• Provide clinical supervision, consultation, and case review to the Cleveland metropolitan affiliate counselor network.
• Credential, onboard, and clinically evaluate affiliate counselors joining the network.
• Lead the clinical response to workplace critical incidents, including on-site group debriefing and individual support.
• Own the protocol for supervisory and management referrals, fitness-for-duty coordination, and return-to-work support.
• Oversee clinical quality assurance, outcome tracking, and quarterly program reporting to the client organization.
• Maintain compliance with Ohio licensure board requirements, HIPAA and 42 CFR Part 2 confidentiality standards, and mandatory reporting duties.

Required Qualifications

• Active, unrestricted Ohio independent license with supervisory designation: LISW-S, LPCC-S, IMFT-S, or licensed Psychologist.
• Master's degree or doctorate in social work, clinical counseling, marriage and family therapy, or psychology.
• Minimum 5 years post-independent-licensure clinical practice with working adults.
• Minimum 2 years in clinical leadership, clinical supervision, or a program director capacity.
• Experience with employee assistance, workplace behavioral health, or occupational behavioral health services.
• Working experience with critical incident stress management or workplace crisis response.
• Working knowledge of the Northeast Ohio behavioral health provider landscape.
• Based in the Cleveland metropolitan area and available for scheduled on-site presence.

Strongly Preferred

• Certified Employee Assistance Professional (CEAP) credential.
• ICISF or comparable critical incident stress management certification.
• Prior clinical leadership on a municipal, county, or state government EAP program.
• Experience serving public safety populations and union-represented workforces.
• Substance abuse professional (SAP) qualification for Department of Transportation regulated programs.

Compensation and Engagement

• $55.00 to $62.50 per hour, based on licensure level and EAP leadership experience.
• Part-time W-2 engagement, approximately 5 to 10 hours per week, with additional compensated hours during critical incident response and program launch.

• No relocation requirement for clinicians already established in the Cleveland metropolitan area.
