Description of Work

The position is responsible for supporting the Grants Administration staff made up of the Grants Administration Manager, Grants Administrator, and 4 Regional Grant Specialists with reviewing and approving grant applications, reviewing and approving monthly ROAP reports, and other tasks to support the unit. This position will also temporarily serve as a Regional Grant Specialist in the event of a vacancy or a staff absence, and during periods of heavy workloads or deadlines. This employee works under the supervision of the Grants Administration Manager. In order to fulfill the duties and responsibilities of the position and to complete assigned tasks on time, the employee must work and interact cooperatively with a number of individuals on a daily basis; internal customers, internal to NCDOT customers, and external customers (sub-recipient staff to include transportation systems finance officers and directors, nonprofit agency board of directors and local government officials).
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC11 $26.64 - $38.22
Management prefers applicants with the following:
- Knowledge of federal and state laws and regulations affecting public transportation, public transportation modes, and their interrelationships.
- Knowledge of analytical planning techniques and their application in the area of public transportation, principles and practices of grant administration.
- Experience using computer skills with software efficiency in Microsoft Office, Excel and Access.
- Demonstrated ability to exercise judgment and discretion in establishing, applying and interpreting a variety of administrative and managerial policies and procedures.
- Demonstrated ability to communicate effectively in oral and written format and establish and maintain effective working relationships with a variety of state, federal and local government officials, planners, community leaders, as well as representatives of private concerns.
Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution and two years of experience in the collection and analysis of economic and social data and information, or in the administration of public transportation programs or services; or an equivalent combination of education and experience.
