CMC Program Manager, Technical Development
Role Description
The CMC Program Manager will oversee CMC (Chemistry, Manufacturing, and Controls) timelines and workstreams across projects within the Technical Development (TD) Functional Excellence framework. This role is pivotal for extracting information critical for resourcing, strategic decisions, and the annual Business Plan. The incumbent ensures that CMC timelines are consistent and integrated, and that resource/vendor allocation is clearly understood to meet budgetary targets.
Acting as the operational data "engine" that informs broader TD Functional Excellence scorecards and platforms, this role interfaces between TPLs, the Project Management (PM) group, and TD Functional Leaders. The incumbent leverages project management expertise and TD knowledge to drive accountability, increase transparency, and improve spending accuracy across the portfolio.

Key Responsibilities
CMC Timeline & Milestone Integrity
· Integrated Timeline Management: Harmonize comprehensive CMC project timelines to extract critical data on siting, resource requirements, and potential constraints, enabling data-driven strategic decisions.
· Critical Path & Clash Analysis: Identify dependencies and resourcing "clashes" in CMC development paths to facilitate proactive risk mitigation and siting prioritization.
· TD Functional Excellence Support: Collaborate across the TD Leadership (TPLs, Functional Leaders) to integrate CMC operational frameworks (e.g., milestone definitions, suitable KPIs, leading/lagging indicators) into broader TD standards and support initiatives as needed.
Resource Tracking
· Specific Resource Tracking: Define robust mechanisms to track resource utilization (FTEs/Capacity) at the project and functional levels to flag constraints or availability.
· Business Plan Support: Directly support the yearly Business Plan process by providing accurate resource forecasts and conducting "what-if" scenario modeling based on portfolio priorities or potential project accelerations.
Financial Stewardship & Budgetary Oversight
· Budget Alignment & Forecasting: Partner closely with TPLs and the PM group to improve the management of project-specific CMC budgets, ensuring accuracy in forecasting and strict adherence to financial targets.
· Audit & Variance Management: Proactively audit project-specific CMC spending against the Business Plan to flag variances, and improve future forecasting accuracy.

Basic Qualifications
· Bachelor or Master level degree in a scientific field (Chemistry, Biology, Pharmacy, or similar).
· Several years of Project Management experience specifically within an R&D environment, with a strong focus on CMC workstreams.
· Demonstrated understanding of the Technical Development (TD) space, including regulatory requirements and manufacturing interfaces.
· Proven exposure to resource planning and budget management for complex programs.
· Ability to work effectively and influence global, cross-functional teams with or without direct authority.
Additional Skills / Preferences
· Strong experience with portfolio-level metadata and resource tracking tools.
· Deep understanding of the Innovation Cycle, MR process, and Business Plan process.
· Lean/6sigma experience and a mindset for process optimization.
· Knowledge of R&D IT tools and an agile learner of new systems for data visualization.
